SOSYAL GÜVENLİK KURUMUNDA DİJİTAL DÖNÜŞÜM

ÖZ

Bilgi toplumunun öne çıktığı dijital dünyada, “dijitalleşme” kavramı gün geçtikçe önem kazanmaktadır. Günümüzde yaşanan gelişmelerle birlikte insanların hayatları dijital teknolojiler ile çevrelenmektedir. Bu sebeple devletlerin dijital teknolojileri kullanımı, sundukları hizmetlerle bu teknolojileri bütünleştirmeleri daha hızlı, etkin, verimli, hesap verebilir bir kamu yönetimi anlayışının ortaya çıkmasına yol açmıştır. Ortaya çıkan bu anlayış sebebiyle dijital devlet kavramı son derece önem kazanmıştır. Devletler kamu kesiminde gerçekleştirmek istedikleri dijital dönüşüm için stratejik planlar oluşturmaya, kanunlar yapmaya ve dijital teknolojilere yatırımlar yapmaya başlamışlardır. Bu çalışmanın temel amacı, teknolojik gelişmeler dikkate alınarak Sosyal Güvenlik Kurumu’ndaki dijital dönüşümü incelemek ve bu dönüşümün SGK’ya, vatandaşlara ve sosyal güvenlik sisteminin tüm paydaşlarına faydalarını ortaya koymaktır.

ABSTRACT

In the digital world where the information society stands out, the concept of "digitalization" is gaining importance day by day. With the developments experienced today, people's lives are surrounded by digital technologies. For this reason, the use of digital technologies by the governments and the integration of these technologies with the services they provide, had led to emergence of a faster, effective, efficient and accountable public administration approach. Due to this emerging understanding, the concept of digital state has gained utmost importance. Thus, governments have started to create strategic plans, do legislation and invest in digital technologies for the digital conversion they want to develop in the public sector. The main purpose of this study is to examine the digital conversion by considering the technological developments in the Social Security Institution; and to reveal the benefits of this conversion for the Institution, citizens and all stakeholders of the social security system.
