SOSYAL DEVLETİN DÜNÜ, BUGÜNÜ VE GELECEĞİ: COVİD-19 KRİZİ BAĞLAMINDA BİR DEĞERLENDİRME

ÖZ

Covid-19 salgınının küresel ekonomi ve işgücü piyasaları üzerinde yarattığı olumsuz etkiler, devletin ekonomik ve toplumsal alandaki koruyucu ve düzenleyici rolü tartışmasını bir kez daha gündeme getirdi. Geçmişte 1929 Büyük Buhranı ve 2008 Finansal Krizi’nde olduğu gibi bugün de Covid-19 krizinden çıkış reçetesi devletin ekonomik ve toplumsal alana müdahale etmesinde aranmakta, hükümetler peş peşe ekonomiyi kurtarma paketleri açıklayıp, iş ve gelir kayıplarını telafi edecek sosyal devlet ve sosyal politika uygulamalarına başvurmaktadır. Bu çerçevede, çalışmamızda sosyal devlet ve sosyal politika uygulamaları tarihsel perspektifte dönemin hakim iktisat paradigması, sermaye birikim rejimi, üretim modeli, kalkınma stratejisi, siyasal ve sosyal koşulları bağlamında ele alınmış ve bugün Covid-19 krizinin ekonomi ve işgücü piyasaları üzerinde ortaya çıkardığı sonuçlar değerlendirilerek gelecekte sosyal devlet ve sosyal politika uygulamalarının ekonomi yönetimi ve iktisat paradigmasında ne şekilde yer bulması gerektiği tartışılmıştır.

ABSTRACT

Negative affects of Covid-19 pandemic upon economic and labor markets has created a current debate on governments’ protective and regulative role in economic and social area. As in 1929 Great Depression and 2008 Financial Crisis, government officials have been trying to solve the Covid-19 crisis by intervening in the economic and social area and declaring plenty of recovery packages in order to compensate losses on business and revenue. In this framework, the social state and social policy practices have been handled in the context of the dominant economic paradigm, capital accumulation regime, production model, development strategy, political and social conditions of the period on a historical perspective; and how the social state and social policy applications should be taken place in the economy management and economics paradigm in the future were discussed by evaluating the consequences of the Covid-19 crisis on the economy and labor markets .
