Bu çalışmamızda tarihsel gelişim içerisinde sosyal güvenlik sistemlerinin kuruluşuna öncülük eden Almanya Federal Cumhuriyeti’nin sosyal güvenlik sistemi kısaca ele alınmış, daha sonra çalışmamızın asıl odağını oluşturan Alman kısa vadeli sigorta sistemi kapsamında iş kazası, meslek hastalığı, hastalık ve analık sigortası sistemlerinin incelemesi yapılmıştır. Bu kapsamda sigorta sistemlerinin yapısı, sunulan hizmetler, bağlanan gelirler ve yapılan ödemeler detaylı bir şekilde ele alınmıştır. Bu değerlendirmelerin ardından Alman kısa vadeli sigorta sisteminin, Türkiye’deki mevcut kısa vadeli sigorta sisteminden farklılaştığı yönlere değinilerek çalışmamız sonuca bağlanmıştır.

ABSTRACT

In this study, social security system of the Federal Republic of Germany, which has pioneered the establishment of social security systems in historical development, is briefly discussed, afterwards main focus of our study such as work accident, occupational disease, sickness and maternity insurance systems within the scope of the German short-term insurance system are examined. In this context, the structure of the insurance systems, the services provided, the incomes and the payments made are discussed in detail. After these evaluations, our study is concluded by mentioning the aspects where the German short-term insurance system differs from the current short-term insurance system in Turkey.
